Houston, TX - New documents are raising more questions about the circumstances surrounding the deadly ICE shooting of Lorenzo Salgado Araujo in Houston in July. Specifically, about the pursuit leading up to the shooting.

New federal court documents have conflicting details about how the chase ended. KPRC obtained these documents from a source. The I-213 forms are used as a record of the arrest for a noncitizen in the U.S., often used in immigration court proceedings.


The Department of Homeland Security filed two separate I-213 documents connected to the arrest of Salgado Araujo's passenger, Daniel Tirado Pantoja. One was dated the day of shooting, July 7. The second one is dated two days later on July 9, by a different person.

Both reports start out the same and virtually tell the same story until the end of the pursuit. The first document dated July 7 reports  The subject vehicle then turned into the ICE vehicle and struck the ICE officers. A second ICE vehicle then attempted to pin the subject's van at which time that ICE vehicle was also struck before pulling over and given up 50 meters away. 

The second report dated July 9 tells a different story. It says  The subject vehicle then turned into the ICE vehicle rammed it constituting assault on an officer. Additional officers assisting in the vehicle stopped were also rammed by the driver of the white van. The driver finally came to a complete stop a short distance away.

The second report never mentions anything about ICE agents attempting to pin Salgado Araujo's van between them, as described in the first report. The second report also adds that Salgado Araujo  rammed  the ICE vehicle. This is where the assault on an officer claim comes into play. It also says Salgado Araujo rammed additional officers with the van.

DHS has previously said an ICE agent acted in self-defense when he shot and killed Salgado Araujo, after the driver allegedly attempted to ram an ICE vehicle and ignored commands to stop.
