HOUSTON - One of two men who were handcuffed inside an Immigration and Customs Enforcement SUV when an agent struck Miguel Parra-Hernandez has now been identified, and his attorney says he could be a key witness in the criminal investigation. The new information came Wednesday during a news conference held by FIEL Houston, attorneys and family members of Parra-Hernandez, the 48-year-old man seriously injured during an ICE operation near Highway 6 and Clay Road on Oct. 10. Attorney Kim Bruno said she represents both Parra-Hernandez and Luis Enriquez, one of the two men detained inside the SUV when the collision occurred. He was cuffed in the vehicle at the time of this incident, and so he is a key witness, Bruno said. Bruno said the Harris County District Attorney's Office is working to obtain Enriquez's statement. FIEL Houston Executive Director Cesar Espinosa said both men who were inside the SUV are now being held at a detention facility in Montgomery County. The developments come as District Attorney Sean Teare investigates whether the ICE agent intentionally struck Parra-Hernandez and whether critical evidence was lost when the agent drove the SUV away before investigators could examine it. Who was inside the ICE vehicle? Until Wednesday, prosecutors had publicly discussed the presence of two detained individuals inside the SUV, but little was known about who they were. Now, one of those men has been identified as Luis Enriquez. Bruno said Enriquez has firsthand knowledge of what happened when the ICE vehicle struck Parra-Hernandez. Espinosa said both detained men were inside the SUV during the events leading up to the collision and could provide information about what the agent did. Their firsthand accounts have not yet been made public. Enriquez's sister, Nidia, also spoke at Wednesday's news conference. She said her brother was on his way to breakfast with his employees before work when ICE stopped them. According to Nidia, her brother has lived in the United States for 34 years, owns a small business and employs people from the community. She #click2houston #crimewatchhouston
