Butler man confronts officer while holding chainsaw, charged with damaging neighbor's property According to the criminal complaint, officers also found guns inside Jeffrey Noard's home.

A Butler man is facing multiple charges after damaging his neighbor's property and confronting an officer with a chainsaw.

According to a criminal complaint, a Butler police officer was dispatched July 12 just after 6:15 a.m. for reports of criminal damage to property. The caller saw 63-year-old Jefferey Noard destroying items in a neighbor's yard.


The officer arrived in the backyard of the home and saw egg on a vehicle in the driveway, spaghetti sauce on the house, and a birdhouse and bird feeder on the ground. The officer then saw Noard exit through the garage door of his house holding a chainsaw, the criminal complaint stated. At this time, Noard was just wearing a T-shirt and boxer briefs. He was yelling about the neighbors ruining his yard. Noard was also unsteady on his feet and drooling.

The officer told Noard to drop the chainsaw, but he refused, according to the criminal complaint. Instead, Noard held the chainsaw's blade to his neck and yelled,  You want me to cut my throat?  He then began swinging the chainsaw in front of him and pulled the trigger on it to cut one of the bushes on the neighbor's lot line. Noard repeatedly yelled at officers to kill him and that it was what he wanted, the complaint stated. The officer then called for backup.

As Noard walked toward a vine tree in his neighbor's yard to cut it down, the chainsaw bunched up. The officer saw this as a window of opportunity to disarm him. Noard was eventually taken into custody, but he resisted officers in the process.

According to the complaint, because of Noard's mental state, officers went inside his home to make sure nobody else was in danger. Nobody was inside. Officers did find guns and noted that the inside of the home was trashed. His dog was recovered by HAWS for safekeeping.

Noard had to be medically sedated and was eventually cleared and taken to the Waukesha County Mental Health Secure Complex.
