A Racine 26-year-old is accused of setting fire to four American flags outside the Harbor Lite Yacht Club.

Emaleth Elaine Johnson is charged with arson of property other than a building, criminal damage to property and disorderly conduct.


A criminal complaint said police were called to the club on State Street around 8:57 p.m. Thursday.

A witness told police he saw Johnson lighting a flag on fire, the complaint said. The witness and others took down the burning flags and put out the flames, according to the complaint.

A yacht club member told police the flags were worth about $120 and that he had not given permission for them to be burned.

In court Friday, Johnson called the fire  a controlled burn. 

A court commissioner scheduled a competency hearing for Johnson next month. Johnson received a $1,500 signature bond.
